The four cities in the race for the 2016 Olympics face a defining moment in their campaigns in one week, Feb 12 the deadline to submit the candidature files upon which the bids are supposed to be judged.

Running to more than 200 pages in length, the bid books will set out the facts and figures of each city’s proposal, accompanied by files containing guarantee letters from government, hoteliers, venue owners and other stakeholders.

Rio de Janeiro is first out of the box to generate publicity for the submission, presenting the president of Brazil, Luiz Inacio Lula da Silva, with a copy of the bid book at a meeting with leaders of the bid in Rio de Janeiro. Rio De Janeiro will host a press conference for domestic press on Feb. 13, the day after the bid books are submitted. On Feb 16, the leaders of the bid team will be in London for a press conference aimed at worldwide exposure for Rio 2016.

Madrid has a London element to its strategy, too. On Feb.9, CEO Mercedes Coghen will meet with journalists for an informal reception.

Chicago will hold a Feb. 6 event to celebrate the dispatch of its bid book in the company of Olympians, Paralympians and family members of Jesse Owens all gathered at the Jesse Owens Community Academy. CEO Patrick Ryan and U.S. Olympic Committee CEO Jim Scherr will lead the official side of the presentation.

Tokyo also is scheduling a send-off for its bid book and because of the time zones, will be the first of the 2016 cities to hold a press conference on Feb. 13 to comment on the submission.

Turin Venues Planned for French Olympic Bid

On Thursday, officials from Pelvoux-Ecrins and the other three bids presented their case for the 2018 Games to the CSNOF, the French NOC.

In addition to the bob track at Cesana, the Pelvoux-Ecris proposal also calls for using the Pragelato ski jumping venue from 2006. Tiziana Nasi, President of Turin Olympic Park, the legacy agency from the 2006 Games was a member of the delegation from Pelvoux-Ecris, along with mayors of the villages in Italy where venues are located.

While the rules of the IOC allow a joint bid from neighboring countries, ones that have been submitted in the past decade have failed to advance to the short list for further consideration.

Also presenting to the CNSOF were delegations from Annecy, Nice and Grenoble. A decision on a candidate is expected March 18.

Emphatic No for 2018 U.S. Olympic Bid

Although the USOC has repeatedly said it would not bid for the 2018 Winter Olympics, speculation has remained that a bid would be possible if Chicago does not win the 2016 Summer Games.

Speaking in a teleconference with reporters on Feb. 4, Scherr slammed the door on a winter bid, especially given that the deadline for submission of candidates is just a few weeks after the IOC vote for the 2016 city October 2.

"We really wouldn't have an opportunity to re-gear and do a domestic process," he said. "To be absolutely clear, all of our energy is focused on the support and effort behind Chicago 2016,” Scherr said.

U.S. cities with an interest in a winter bid include Reno, Denver and Lake Placid.
