(ATR) Tokyo will host the 2020 Olympics and Paralympics.

The Japanese capital was awarded the Games at the IOC Session in Buenos Aires, defeating rivals Istanbul and Madrid in Saturday's vote.

There were 97 voter in total, with Tokyo receiving 60 votes to Istanbul's 36. There was one abstention.

It will be the second time for Tokyo to host the Olympics, having last done so in 1964. The 2020 bid plan makes heavy use of the legacy from those Games, using venues from the 1964 Olympics.

A new national stadium will be built for the 2019 Rugby World Cup on the site of the stadium for the 1964 Games. The new arena will host the opening and closing ceremonies, as well as athletics.

A total of 33 venues will be used, 28 within an 8-kilometer radius from the Olympic Village.Venues are in two zones in Tokyo (the Heritage and Tokyo Bay zones), five clusters, and further divided into six precincts. Eleven new venues will be built.

Tokyo’s OCOG budget is projected to be slightly more than $3 billion when the Olympics take place, with a non-OCOG budget of $4.9 billion.

Led by Japanese Olympic Committee President and IOC member Tsunekazu Takeda, the bid stressed it is "a safe pair of hands" for the Olympics, with the large Japanese economy, security of Tokyo, and long history of hosting international sporting events.

Concerns were raised, however, regarding the potential fallout from the 2011 Daiichi nuclear plant that was damaged during that year’s earthquake and tsunami. Other potential concerns related to Japan’s stagnant economy and the high cost of hotels during the Games. Three-star hotels are expected to cost $600 a night during the Olympics, according to the bid book.

Tokyo has bid for the Olympics five times, having done so most recently for the 2016 Olympics.
