
In Bogotá there are many unfinished works and according to the District Comptroller's Office there are about 53 that have delays and cost $18 billion. District Comptroller Andrés Castro Franco stressed that “fiscal control has allowed us to prevent Bogotá from becoming an elephant cemetery. With joint work, but respectful of institutional autonomy and independence, we have built on what was built. The best way to build trust in citizens is to look after their interests, assert their taxes and deliver the works done. The works belong to the people, not a government.”
One of them is a construction, which began in January 2017, which is currently abandoned and would be the new headquarters of the Teusaquillo Local Mayor's Office. It began its contract in 2016, for $22 billion, but was later suspended due to problems in the excavation and weight of the building. For the time being, the Comptroller's Office of Bogotá established an initial detriment of $1.4 billion, for the improper use of the advance, which was 10% of the contract, while the Personería filed charges against former local mayor Julián Berna in 2021.
In addition to this case, Meissen Hospital is added, which, in 2020 during the pandemic, the Ministry of Health announced a contract of $17,047 million for the completion and adaptation of tower two of the Meissen hospital.
It should be remembered that for this building a contract had been made in 2010 for $84,399 million, but that it was not executed. In 2021, the delivery was not fulfilled. With this, what is sought is to benefit more than 450,000 inhabitants of Sumapaz, Usme, Ciudad Bolivar and Tunjuelito
One of the most popular was that of Kennedy Hospital, which has been under construction and legal process for more than 15 years, due to the fact that it has undergone several contracts that have been breached and none of the previous city administrations managed to finish the work. With that nearly 2.5 million patients would enjoy better care.
The process in this case began between 2007 and 2010, when an agreement was made for the preparation of technical studies and designs for strengthening and enlargement. In 2010, the tender was opened for more than 10 billion pesos and the Spanish construction company Herreña Fronpeca was commissioned. It should have been ready for use in 2012, but it didn't.
In 2013 they delivered an advance of 22% of the work. The Ministry of Health in 2014 opened a new tender for construction. By 2018, the development of this work would have an investment of approximately $34 billion. For its part, the Comptroller's Office of Bogotá assured that, at present, public works have an advance of 52%.
“This hospital (Kennedy), for example, mayors usually do something and that is that a work that costs 100 billion pesos walk on it with 20 billion just to be able to say that they started it, but they don't put the resources they need to finish it. Works are not contracted for vanity or campaign: they are hired to finish them and, therefore, proper planning — which is what the Comptroller's Office has insisted on — implies that if you know from the beginning that the work costs 100, you have to get 100,” said Mayor Claudia López.
He added that “we proposed with the District Comptroller's Office, they in the framework of the investigation advanced the competent control, but as far as we were responsible for working together we decided to finish the works. The works cannot be left in print, the works are not of the mayors or of their fights or campaigns.”
Another of the most criticized is the construction of the new headquarters of the Bogotá Metropolitan Police, in which the Mayor's Office reported that the District has invested a total of 175,000 pesos. Financial progress including advances is 74.33%. The work is currently progressing by 68.84%.
“As part of this figure, as of December 31, 2021, the contracting firm, the auditing firm and the District reached an agreement on an addition of more than 43 billion and the extension of the contract for the purpose of completing the work, the delivery of which is scheduled, by the contractor, by December 2022,” said the Mayor's Office.
There is also the expansion of the Caracas Trunk which, at the beginning of February, during a visit to the La Picota prison site, which interfered with the progress of the extension of the Caracas Trunk to Usme, the Institute of Urban Development (IDU) officially announced the handing over of the land to the District by INPEC.
Among the interruptions that this project has had are the transfer of high-voltage networks, an archaeological discovery and the delay in the delivery of buildings in the building corridor. The work has generated around 4,555 direct and indirect jobs, and will benefit more than 850,000 citizens in the towns of Tunjuelito, Rafael Uribe Uribe and Usme.
