Carlos Melconian presented his economic plan for 2023: “with patches and with partial changes it does not go”

As part of the 45th anniversary of Fundación Mediterránea, from Córdoba, the economist and president of IERAL shared the foundations of the comprehensive economic program of the think tank

Carlos Melconian, economist and former president of Banco Nación during Mauricio Macri's administration, said Tuesday that the ultimate goal for the economy is “to put on the table a novel and ambitious program that will once again install Argentina within the framework of modern, western and progressive capitalism.”

This was stated by the specialist in the framework of the event that took place today in Córdoba from 10 am to 12 pm, for the 45th anniversary of Fundación Mediterránea. Melconian was formally presented there as president of the Institute for Studies on Argentine and Latin American Reality (IERAL), who will lead the design of a comprehensive economic program for the next government together with professionals, economists and researchers.

“Today we are starting a task that represents a historic challenge, leading a new stage in the IERAL and the Mediterranean Foundation, with which they honor us. A journey that is just beginning today, and that we will be developing throughout the country. It is a formal beginning because we have been working closely with technicians, researchers and professionals of the institute for almost three months now,” the economist began.

He said that since the foundation they wrote a “comprehensive program for Argentina”, although it can be modified since they are open to listening. Despite the critical context, where the pandemic and war coexist, Melconian stressed: “We are sure and we have no doubt that Argentina has a future and we are sure that we do not have to resign ourselves to living in decline.” Along these lines, he insisted that they are “very optimistic about the future.”

“The ultimate goal will be to put on the table a novel and ambitious program that will once again install Argentina within the framework of modern, Western and progressive capitalism: that is what the world is about and will continue,” he said. According to him, it is necessary to re-integrate since “there is no other option”. And he specified that it will be done with an intrinsically federal vision, supported by honesty, ability to work and academic strength. “We are here to work towards a real change of economic organization, we believe in the need for a change of root, regime.”

“I am not saying that we are going to succeed,” he clarified, “that I suppose we are going to succeed, I am saying that change is at the root, it is a change of regime that generates a change of expectations: the only way to lift this decline. Therefore, the regime change will include fiscal, monetary and financial change and rethinking. And we are harmonizing it, and in that sense we have reached the ideal place, with a model of productive and federal development.”

The former head of Banco Nación guaranteed that he is personally committed to this being a 100% non-partisan vocation: “We are going to be seen talking to everyone, the program is non-partisan but we are going to talk to everyone. We are not here to work for any particular electoral candidate. What comes out of here will be made available to the political authorities who have the responsibility to drive from December 2023,” he said.

After recalling that during these 40 years - in his work as a consultant - he saw “many failures” such as the lack of balance between technique, experience, street and dogmatism; the expert said that they will try to make a positive cocktail out of all that and within that framework he asked for the support of entrepreneurs since after all it is they who, day by day, decide to invest or not to invest, to hire or not to hire a new worker.

Melconian emphasized that “(investment and) work are the engine of growth, and the country is not there to speculate otherwise.” According to his statements, all his proposals are free from all ideology, apolitical; and they are profound reforms.

“It's ugly to see Argentina in the middle of the table down, and honestly in the locker room we are saying that we want to go for the championship and not present it as a utopia,” he confessed. “We listen to professionals, children and young people who want to leave, we want them not to leave anymore and for those who left to return, and to develop here. We want to put Argentina back in the place it deserves and we believe that the only way to achieve this is through a change of organization from Quiaca to Tierra del Fuego,” he said.

Salient points for the work agenda

In mentioning the keys to the agenda for regime change, the President of IERAL highlighted the following:

1) Convince politics with the challenges.

2) Assemble teams and work with time for 10/12/23, achieving diagnostics and contents.

3) Take it naturally that the program will arbitrate sectoral bids.

4) There is timing. With simultaneous announcements: stabilizing, reforming and changing the regime. And from there to implement the most efficient sequence given the Argentine reality. Forbidden to enter the gansada of shock vs gradualism.

5) Policies, measures and instruments must be harmonized with a normative and legal framework, viable and discussed with the other powers.

In conclusion, the economist declared: “Argentina needs a change in its economic organization, with patches and with partial changes it does not go. This is going to require agreements, leadership and the largely cohesive society behind the change. I think it's possible, when you play so low and you hit so much, in the end you're going to learn”, he concluded.
