Samuel García denied sanctions against citizens of Nuevo León for disobeying or disrespecting him

The governor of Nuevo León denied on Twitter that he had promoted, through the proposed reform of the state constitution, sanctions of up to 36 hours of arrest for citizens who show disobedience or disrespect him

Samuel García, current governor of Nuevo León, said via Twitter that he has never thought about limiting free expression, after the news broke that he had proposed to punish anyone who disobeys his orders or disrespects him with 36 hours of arrest, he posted on social networks:

''I am who I am and I am where I am because of freedom of speech, so I would never, in any universe, even think about limiting it.”

The controversy arose after the state president presented the State Development Plan and a proposal to reform the state constitution. After the revision of the constitution, with the changes proposed by the president, a constitutional article came to light that mentions sanctions for civic misconduct to the head of the government of Nuevo León.

However, this measure is already established in Article 85, section VIII of the current constitution of the state, which provides that the Executive is responsible: To impose fines not exceeding the amount of a day's wage or salary or arrest for up to 36 hours, to those who disobey his orders or disrespect him due in the terms of Article 25.

Within the terms for applying this violation, it is specified that the arrest for no more than one and a half days shall be effective only in the event that the offender does not voluntarily accept the reprimand imposed and that it may only consist of a fine, reparation of damage or work in favor of the community.

On the other hand, the amendments to the constitution proposed by García Sepulveda include the addition of 36 articles and were already approved by Congress in the first round. However, it is a proposal that has not yet received final approval from congressmen.

In this regard, the governor expressed through social networks: “Now, taking advantage of the fact that we are here, Congress approved the new constitution of Nuevo León in the first round, now we all continue to review it, study it, discuss it so that in a few months Congress will receive, discuss and approve the final version.”

Previously, in person, he had spoken about the dissemination work he plans to carry out to publicize his proposal. He stated that he will inform the inhabitants of the entity with videos, tables and forums in which they will explain the changes he intends to make.

It is worth mentioning that the presentation of an initiative to amend the Magna Carta was announced by Samuel García since December last year when, as part of the celebration of the 104th anniversary of the publication of the document, he pointed out that the current system is outdated, disorderly, submissive, and lacking updating in accordance with the situation that the entity is experiencing. He also expressed the wish that the new constitution should be the most federalist in Mexico, for which he assured that it would lay the constitutional foundations so that municipal presidents could take the next step in metropolitan coordination, security, mobility and the environment.
