
From Cartagena, where Iván Duque was attending events related to the National Navy and the Ministry of Mines and Energy, the president referred to the escape of Juan Larrison Castro Estupiñán, alias Matamba, who was being held in the extraditable wing of La Picota until early this Friday.
The president assured that he was outraged by the situation and announced measures in this regard. First of all, Duque said that he spoke on the morning of March 18 with the Attorney General of the nation, Francisco Barbosa, “so that all the necessary arrests are made to those who led to this escape by the prison guard.”
Secondly, the president declared that “there are no more actions of warm water cloths in front of INPEC” and that he will propose a comprehensive reform to the management of the Colombian penitentiary and prison system, which has been hit in recent days by the permit scandal to businessman Carlos Mattos, who was held in the same prison .
Finally, he said that he put into the hands of the Criminal Investigation Directorate and INTERPOL (Dijin) and the Directorate of Police Intelligence (Dipol) the plan to recapture alias Matamba.
For his part, the Minister of Justice and Law, Wilson Ruiz Orejuela, announced that a padlock plan was launched with the support of the National Police, the Dijin and the Army to recapture Castro Estupiñán. In addition, he asked the Public Prosecutor's Office and the Attorney General's Office to investigate those who may have been involved in the escape.
Ruiz also informed the country that the first capture was taken for this incident. He is a dragonman from Inpec who served in La Picota and would have helped with the escape, although the minister did not elaborate on how he contributed.
Like President Duque, Ruiz also believes that a comprehensive reform of the prison system is needed and will participate in its construction. Meanwhile, the minister said that the police entered to strengthen surveillance in La Picota “and substantive investigations will be carried out to combat acts of corruption inside the prison facility.”
Although this is the third time that alias Matamba had already tried to escape twice more, defense lawyer Ángelica Martínez Cujar assured RCN Radio that she was surprised at the escape, as her client would have a judicial procedure on March 23 at the Prosecutor's Office 104 Specialized in Pasto. In addition, according to her, he was willing to collaborate with justice.
According to what Martinez revealed to the newspaper El Tiempo, alias Matamba has information about a possible parallel payroll in the Colombian Army to facilitate the drug trafficking business in the region it operated.
She then assures that she does not trust the information given by the judicial authorities and fears that it is not an escape, but a disappearance.
