Ukrainian President Volodymyr Zelensky on Monday April 4, 2022 visits the town of Bucha outside the capital Kyiv, following reports of civilian deaths in the area previously occupied by Russian forces. These are war crimes and will be recognised by the world as genocide, Zelensky said. He also inspects Irpin and Stoyanka where Russia troops have retreated.

Ukrainian President Volodymir Zelensky has assured that Ukraine is currently one of the “most polluted” countries by mines in the world and has denounced that the laying of mines by Russian troops “should be considered a war crime”.

“The occupants left mines everywhere. They mined people's property, they mined the cars, the doors. They consciously did everything possible to make the return to these areas after unemployment as dangerous as possible,” he said.

“I think this should also be considered a war crime of Russian troops. They deliberately did everything they could to kill or maim as many of our people as possible, even when they were forced to withdraw from our land,” he added.

The Ukrainian president reported that, on Monday, he met with a group of experts to set up a special mechanism “for the pre-trial investigation and judicial review of all war crimes committed by the occupiers”.

“We are working on a legal way to bring occupiers to justice, which will be as effective and speedy as possible. Not to wait decades until all international legal procedures are completed, but to accelerate the start of justice,” he said.

Zelensky also indicated that Russian troops are preparing “a new stage of terror” against Ukraine, as Russian leaders have discussed the use of chemical weapons on the city of Mariupol. “We take this as seriously as possible,” he added.

NEW SANCTIONS PACKAGE

With regard to sanctions, Zelensky has specified that an oil embargo is “mandatory”. “Any new package of sanctions against Russia that does not affect oil will be met in Moscow with a smile,” he said.

In this regard, he said that the new package currently being discussed by the European Union should serve to ensure that “not a word about weapons of mass destruction is heard on the Russian side anymore”.

On Monday's round of talks, Zelenski recalled his usual speeches in the various parliaments of the world. “I spoke about the need to strengthen sanctions against Russia in my speech to the Parliament and the people of the Republic of Korea,” he said.

The Ukrainian president has also highlighted his contacts with the Prime Minister of Norway, Jonas Gahr; the Prime Minister of the Netherlands, Mark Rutte, as well as with the President of the African Union and the President of Senegal, Macky Sall.

“This week I will continue this format of communication with partner countries. Tomorrow I will address the Parliament and the people of the Republic of Lithuania,” he said. Thus, Zelensky has assured that Ukraine “continues to depend” on the arms supply of its partners.

For this reason, he stressed that “responsibility will remain forever in history”. “The lives of Ukrainians are being lost. Lives that can no longer be returned,” said the Ukrainian president.

“Just as our gratitude will remain in history. Gratitude to the states and politicians who really helped. Who wasted no time. Those who didn't bargain when life depended on help,” said Zelensky.
