Minister of Education, Rosendo Serna, is accused of plagiarizing more than 70% of his doctoral thesis

A new allegation of plagiarism among government ministers. In addition to the complaint against the Minister of Labour, Betssy Chavez, there is an accusation against the Minister of Education, Rosendo Serna, who, according to a report on the “Fourth Power” program, he had plagiarized more than 70 per cent of his doctoral theses.

In the journalistic report, they submitted the thesis of the Minister of Education to the Turnitin program, which is used in the study centers to detect whether the research papers present paragraphs or fragments copied (not quoted) from other academic texts already published. On Sunday he described Rosendo Serna's thesis as a 'collage of texts' that do not belong to him.

The thesis in question was submitted by Rosendo Serna to the Graduate School of the Enrique Guzmán y Valle University, La Cantuta, to obtain the academic degree of PhD in Educational and Tutorial Psychology. The text is entitled The Framework of Good Teacher Performance and Emotional Intelligence in Teachers in Secondary Education Institutions of the UGEL Huánuco, 2017.

72% MATCH

Of the 91 pages presented by the thesis, the Turnitin anti-plagiarism software showed that there was a 72% coincidence with other texts not cited or incorrectly cited. This work was carried out by staff from the Scientific University of the South and staff of the Scientific University of the South.

Only in the chapter of the theoretical framework, Rosendo Serna begins his work with the same paragraph of Klin Papas Tucto's 2018 thesis, which was also presented in La Cantuta. Even semicolons and bibliographic citations are copied.

Later, when discussing the “definition and purposes” of her research, Serna takes phrases from an old brochure of the Ministry of Education, without citing. In addition, extracts are taken from a 2017 Power Point presentation, attributed to the Melgar Educational Management Unit, and some graphics from Minedu publications in 2015.

MINISTER DEFENDS HIMSELF

In this regard, the Minister of Education indicated that his work does meet the anti-plagiarism requirements of the Enrique Guzmán y Valle University. In addition, he argued that his work is about a document entitled The Framework of Good Teacher Performance and Emotional Intelligence, which, according to his version, should be transcribed in his thesis.

I understand that the mistake is to consider the 'Good Performance Framework' as if it were a percentage. What I am considering verbatim is the 'Good Performance Framework' because that is my analysis,” he said in an interview with Fourth Power.

On the other hand, he indicated that Cuarto Poder's research is based on a version of his thesis taken from a repository that is not the latest version, which, he said, would not have the same paragraph coincidence as his thesis.

He also assured that his thesis, which he prepared since 2017, did go through an anti-plagiarism program without being observed.

MINISTER OF EDUCATION

It should be recalled that Rosendo Serna Román assumed the Ministry of Education on December 29, 2021, at a ceremony held at the Government Palace, to replace the questioned Carlos Gallardo. Serna Román was a university professor and head of the Regional Directorate of Education of Huánuco.
