Comptrollers of Colombia and Paraguay sign cooperation agreement

On the occasion of the extraordinary meeting of Supreme Audit Institutions of the MERCOSUR and Associates countries (EFSUR), the Comptrollers General of the Republic of Paraguay and Colombia, Camilo Benítez Aldana and Felipe Córdoba, respectively, met yesterday in the city of Asunción (Paraguay), together with committees of experts from both entities, to exchange experiences and good practices in government oversight.

During the meeting, the heads of the supervisory bodies of the two countries signed a Framework Agreement on Inter-institutional Cooperation, which aims to carry out mutually supportive actions through processes such as training, technical assistance, exchange of information and institutional strengthening activities in general.

In the case of Paraguay, the Director-General of the Directorate of Government Control, Dr. Gladys Fernández, presented on Good Practices and spoke about the national assessment of the level of maturity of the internal control system based on the Minimum Requirements Standards, MECIP 2015 of State agencies and entities and governments municipal.

He noted that for the fourth consecutive year, the national ranking of the mapping on the effectiveness of the internal control system in Paraguay will be announced. “100% of public institutions were evaluated,” he said.

He stressed that the implementation of this standard achieved a positive impact within the institutions to improve their level of internal control and transparency, with the Comptroller's objective being that they achieve excellence.

As for the representative of Colombia, the presentation was made by Ms. María Fernanda Rangel, director of the Department of Information, Analysis and Immediate Reaction (DIARI) of the Colombian CGR.

It explained that DIARI represents the efficient use of technology in the exercise of fiscal surveillance and control, and is also one of the main bodies of support for the National System of Fiscal Control.

He indicated that among the functions of DIARI is to identify the integral cycle, from source to execution, of public assets, funds or resources, of the national and territorial order.

The detection of improper expenses, good or bad practices, risks, patterns or trends related to fiscal management.

Regarding the work tools of the management in charge, Rangel mentioned the use of a Georeferencing and Imaging System and the permanent real-time monitoring of the execution of public resources, thus directly confirming with the beneficiaries the transactions originating from them.

At the end of the event, the authorities of both Comptrollers pledged to work together, exchange experiences and strengthen relations.

This was the EFsur meeting

Within the framework of the EFSUR meetings, held from March 29 to April 1 in the capital city of Asunción, Republic of Paraguay, the planning meeting of the coordinated audit of Sustainable Development Goal 6: Clean Water and Sanitation was held.

The opening was led by the Comptroller of the Republic of Paraguay, Dr. Camilo Benitez Aldana, who referred to the importance of carrying out this type of coordinated audits and the role of SAIs in fulfilling the SDGs of the 2030 Agenda. During the meeting, work was done on the development of a planning matrix.

The coordinated audit will examine the results of infrastructure network expansion policies implemented for SDG 6 “Clean Water and Sanitation”, in relation to targets 6.1 achieve universal and equitable access to safe drinking water at an affordable price for all and 6.2 achieve access to adequate sanitation and hygiene services; and equitable for all, paying special attention to the needs of women, girls and people in situations of vulnerability.In addition, this series of meetings will close on Friday, March 1 at the International Conversation “Water and Sanitation”, at the headquarters of the Central Bank of Paraguay.

It will be attended by leading panelists and specialists in the field such as: Henry A. Moreno, IDB Washington water and sanitation specialist; María Eugenia de la Peña, principal IDB Washington specialist; Sara López, director general of the National Environmental Sanitation Service; and Edmilce Ugarte, specialist in Conservation and Protection Environmental, International Consultant.
