This Monday, March 28, Pedro Castillo arrived at the hemicycle of the Congress of the Republic to answer the questions in this second vacancy motion against him.
However, it became known that the president will be accompanied by lawyer José Félix Palomino Manchego. Through a letter presented by the Secretary General of Palacio, Jorge Alva, addressed to the President of the Parliament, María del Carmen Alva , the lawyer's accreditation was requested in the Chamber.
“Pursuant to the provisions of article 139° paragraph 14 of the Political Constitution of Peru, which enshrines the principle of not being deprived of the right of defense at any stage of the proceedings, consistent with article 89-A of the Rules of Procedure of Congress, I accredit the person of José Félix Palomino Manchego as a defense lawyer , with Registry of the Lima Bar Association No. 10970, who will exercise the constitutional right of defense of the Constitutional President of the Republic, in the above-mentioned session”, reads in the above-mentioned document.

Palomino is currently a member of the Lima Bar Association (No. 10970). In addition, he holds a Master's Degree in Law with a major in Criminal Sciences and a Doctor of Law and Political Science from the Universidad Nacional Mayor de San Marcos.
He is also Dean and Academic Director of the Faculty of Law and Political Science of the University of San Marcos. Senior Professor of History of Culture, Constitutional Law, Constitutional Procedural Law, Political Science and Philosophy of Law in Undergraduate and Postgraduate Studies at the Universities Nacional Mayor of San Marcos, Lima, San Martín de Porres, Antenor Orrego and the Academy of the Magistracy.
Last February, the lawyer was also elected by the Executive in the lawsuit of unconstitutionality against the law passed by Congress, which provides for the return of pension contributions administered by the Office for Social Security Standardization (ONP).
ALVA INTERRUPTS CASTILLO LAWYER'S SPEECH
During the representation of Pedro Castillo's lawyer, María del Carmen Alva, he asked José Palomino Manchego to tone down his voice, because it would look like he was screaming.
“You don't need to shout,” said the head of parliament. However, counsel pointed out that he is not raising his voice, but is energetic in speaking.
Moments before the lawyer began his defense, Alva was a little uncomfortable, after the head of state indicated that he is retiring from the Chamber, although he is being questioned. The head of Parliament indicated that the protocols specify, that when the president attends a vacancy session, he should stay. However, he did not arrest him and stated that “normally, (he) should accompany his lawyer”.
“The president has just informed us that he is going to withdraw, normally... the protocol (he states that) the president should accompany... his lawyer, but he has asked to withdraw. So the lawyer is going to stay, with one exception, the president goes on to retire, because he has... They are waiting for him,” said the head of the congress.
