Within days of the decision on the vacancy of the president of the republic, Pedro Castillo, several members of the Council of Ministers spoke on this matter. This is the case of the holder of the Culture portfolio, Alejandro Salas, who sent a strong message to the members of the Congress of the Republic.
Through his Twitter account, Salas regretted that parliamentarians have promoted a second vacancy motion against the president just 7 months after starting office, instead of worrying about the real problems facing citizens.
“While millions of Peruvians wait for solutions, their representatives in Congress waste time discussing absurd vacancies. It's time to leave quarrels behind and get to work. Peru needs it,” Alejandro Salas said on his Twitter account.
Likewise, the Minister for Women and Vulnerable Populations, Diana Miloslavic, urged opposition legislators not to join the “coup strategy”. “From the day President Pedro Castillo won, they have tried to alter the popular will. What is happening today is the extension over time of a coup strategy that harms all of Peru, especially the poorest women who are affected by the obstructive congressional sector,” he tweeted.
“The two presidential vacancy processes are not isolated events, the vacant opposition seeks to regain power by disguising its illegal actions as political control. I urge the democratic opposition not to join the coup d'état, promoted by those who did not win with the votes,” he added.
For his part, the head of the Ministry of the Interior, Alfonso Chávarry, told the press that the president is ready to answer the questions against him that link him to the questioned businesswoman Karelim López, who involved him in an alleged mafia that would operate from the Ministry of Transport and Communications.
“(President Pedro Castillo) is ready. He'll make his discharges. Let him also defend himself, let him make his discharges on the matter. Congress, too, has to do its job. They will define it on Monday,” Chávarry said during the presentation of a major drug seizure found in a house in Santiago de Surco, by the National Police.
Meanwhile, the new member of the cabinet led by Aníbal Torres, the Minister of Justice, Felix Chero, said that “political control in a democratic system is necessary, but it cannot denature its constitutional essence to conjure revenge or other motivations without foundation or foundation.”
“The people demand work of their political authorities, respect for democratic institutions and the investiture of the constitutional president and all Peruvians, Professor Pedro Castillo,” he wrote on his social networks.

In this regard, Pedro Castillo, as a witness, “would have provided false information to the Office of the Prosecutor of the Nation in the investigations into the case of irregular promotions in the Armed Forces and the case of Provías Decentralizado in the award of the Puente Tarata work to the company linked to Karelim López Arredondo”.
2. Appointments of Ministers of State.
“Since President Pedro Castillo took office on July 28, 2021, he has appointed more than questionable people to various ministries. Although the Political Constitution of the State establishes some minimum requirements for ministers, it cannot be ignored that there are principles and values that the Constitution protects, such as respect for fundamental rights, national defense, the principle of good administration and the fight against corruption”.
The opposition considers that these designations “are evidence of permanent moral incapacity, since they constantly violate constitutional principles”. As questioned ministers mention Guido Bellido (investigated for advocacy of terrorism), Hector Béjar (past as guerrilla), Iber Maraví (complaint of terrorism), Héctor Valer (complaint of family violence), Juan Silva (complaint of family violence), Hernán Condori (allegations of improper collection and incompatible negotiation), among others others.
3. Existence of a parallel cabinet or “shadow cabinet”
“That a clear constitutional infringement can be seen in the increasingly evident presence of a parallel cabinet - or “shadow cabinet” -, as reported by resignations former officials Mirtha Vásquez Chuquilín, former President of the Council of Ministers, Carlos Jaico, former Secretary General of Palacio, Pedro Francke, former Minister of Economy, and Avelino Guillén Jáuregui, former Minister of the Interior”.
