Betssy Chávez receives support from Jorge Basadre University in the case of alleged plagiarism

The Minister of Labour had been accused in a newspaper report of having copied 49 per cent of her bachelor's thesis.

The Panorama news program announced that the Minister of Labor and Employment Promotion, Betssy Chavez, would plagiarized almost half of his thesis that earned him a bachelor's degree at the Jorge Basadre National University in Tacna. After a specialist review, they claimed that up to 12 sheets of the research would have been literally copied from another work.

They say that one of the copied sources would be a United Nations report published in 2010. A dozen pages would have been copied from this one, while 16 pages would have been extracted from another work. According to plagiarism detection software, 49% of Chavez's research would already exist in other sources and would not have been properly cited.

The minister came out a few hours later to reject the accusations. In a statement, he said that the thesis was worked hard and supported in 2015 under the methodological rules of the time issued by the Faculty of Legal and Business Sciences of that house of studies. In addition, he noted that it was approved with a high score.

This Tuesday, a statement issued by the same university was added to the case. The document is signed by the rector Javier Lozano, as well as by vice-rectors, deans, a director and advisors.

With regard to obtaining Chávez's professional title, she explains that following the journalistic reports on the case, it has been verified that in 2015, “the then graduate of the Professional School of Law and Political Science carried out her procedures to obtain the professional title of lawyer, complying with the regulations on Degrees and Degrees of the Faculty of Legal and Business Sciences; and of the university”.

As part of the fifth superior, the graduate, within the normative framework of that date, supported the thesis “Prison treatment and its influence on the recidivism and habituality of prisoners of the Pocollay prison, during the year 2012″.

They add that there is currently no software that, in the strict sense of the word, detects plagiarism in an academic and scientific publication; there are only textual similarity detection software.

“Our university will ensure strict compliance with current standards for obtaining professional degrees and degrees. We also support the degrees and professional degrees granted to graduates of this higher house of studies”, they specify.

The statement was shared on Minister Chávez's Twitter with the following message: “'Veritas filia temporis', Truth is the daughter of time. I thank my alma mater the Jorge Basadre Grohmann National University for their statement.”

CHÁVEZ PRESENTS PROJECT

Betssy Chavez, in her capacity as congressman, introduced a constitutional reform bill that establishes general elections in the event of vacancy or resignation of the President of the Republic.

The initiative of the legislator of Democratic Peru partially modifies article 115 of the Political Constitution of Peru, in order to call general elections for a new term of government in the event of vacancy or resignation of the President of the Republic.

In this way, article 115 of the Magna Carta is worded as follows:

“Due to the temporary or permanent impediment of the President of the Republic, the First Vice-President assumes his duties. In the absence of this, the Second Vice President. By the impediment of both, the President of Congress. In the event of vacancy or resignation of the President of the Republic, the Vice-President or the President of Congress immediately calls general elections for a new term of government. When the President of the Republic leaves the national territory, the First Vice-President is responsible for the dispatch. Failing that, the Second Vice President does it.”
