
Jaime Rodríguez Calderón, El Bronco, was arrested by authorities in Nuevo León and admitted to the Apodaca Prison, where he will remain in prison preventive action until their legal status is determined.
The former governor of Nuevo León was captured by the Prosecutor's Office Specialized in Electoral Crimes, in compliance with an arrest warrant for his probable involvement in events with characteristics of electoral crimes.
Rodríguez Calderón will spend his first night in a prison that has been singled out on multiple occasions by the State Human Rights Commission for various deficiencies in issues such as dignified stay or overcrowding.
The most recent national assessment of prison supervision by the National Commission on Human Rights (CNDH) rated the Apodaca Social Reintegration Centre with 7.79. On the scale, from 5.9 or less was failing and greater than 8 for excellence.
In this regard, they made several warnings in the following aspects:
Aspects guaranteeing the integrity of persons deprived of their liberty: lack of care for persons deprived of their liberty in conditions of isolation.
Aspects that guarantee a decent stay: lack or poor material conditions and hygiene of the kitchen and/or dining rooms.
Social reintegration of persons deprived of their liberty: poor separation between accused and sentenced persons.

Its trend, then, was increasing, as it reported appropriate attention to issues such as aspects that guarantee the integrity of persons deprived of liberty, such as distribution, the number of prisoners in relation to the capacity of the center, and the prevention of human rights violations.
They also showed good faculties in aspects that guarantee a decent stay, such as the material and hygiene conditions of the workshops and/or sports areas, or the stock of facilities necessary for the operation of Apodaca.
They also added good marks for the care of groups of persons deprived of liberty with specific needs such as older adults, the LBTI+ community or people living with HIV/AIDS.
It highlighted the appropriate attention to the reintegration of prisoners with sports, training and work activities, as well as the classification of persons deprived of their liberty.

As for the conditions of governance, they added the absence of self-government by persons in prison, as well as the appropriate training of prison staff, the absence of extortion or bribes, among others.
On the other hand, the State Human Rights Commission of Nuevo León reported overpopulation during 2020, with a capacity for 1,560 prisoners, but an occupation of 1,630 prisoners, for a total population of up to 104.5 percent.
In addition, they pointed out that the distribution in the entry module is incorrect, since in the cells for two people they found up to 3 or more prisoners located.
They also pointed to a lack of attention by security, technical and medical personnel to persons subject to protection, as well as a lack of clinics and hospital beds in the medical area, therefore a lack of medical, nursing, dental and nutritional personnel.

Perhaps one of the most important features was the indication of shortcomings in protocols to prevent and deal with violent incidents such as internal quarrels or even riots, in addition to the lack of protocols for the prevention and treatment of situations of torture and/or cruel, inhuman or degrading treatment.
As for the dignified stay of the prisoners, they pointed out inadequate material and hygiene conditions in the general dormitories, since they were located from leaks to clogged drains.
As for the population suffering from addictions, several reports were made of deficits of programs for voluntary detoxification and addiction treatment, despite the fact that the population in this category is 1,268 people, 77.79% of the total.
