The former governor of Nuevo León, Jamie Rodriguez Calderón, and El Bronco were arrested on Tuesday, March 15, due to charges of diverting public resources during the 2018 presidential election, the State Attorney's Office .

In May 2018, the National Election Institute (INE) approved a fine of 739,000 pesos against Jamie Rodriguez. This is after the discovery of an illegal financing scheme in which El Bronco used about 12.8 million pesos to obtain the necessary signatures to independently approve the presidential candidate.

According to the technical audit department, El Bronco would have resorted to three different plans. The first was dedicated to collecting signatures for the candidacy through 652 officials from Nuevo León. Election counselor Ciro Murayama explained that this use of human resources occurred within the working hours of the server to increase support.

The second plan consisted of simulating the receipt of “legitimate resources” by citizens in bank accounts of the civil association Viva la Independencia totaling 4,494,000 pesos. In addition, it was found that the 17 million 592,000 pesos declared in the Income and Expenses report came from 152 individuals, of which 82 people made deposits of more than 100,000 pesos.

In this way, the money was triangulated, making it appear that citizens were making legitimate contributions, thus concealing that these financial resources came from several companies that were not really related to the citizens.Thus, the company made deposits to these contributors and then deposited the corresponding amount for Rodriguez Calderon.

The third was done by paying 6 million 630,000 pesos that El Bronco paid to the auxiliary agencies that helped collect signatures. However, this action has not been reported to the INE.Murayama explained that approximately 1,35 people registered as auxiliary organizations and received payments through cards funded by three companies.

In this way, the Office of the Government Comptroller and the State Transparency of Nuevo León, the Tax Administration (SAT) and the Prosecutor's Office specialized in electoral crime (FEPADE) were notified to take action in criminal proceedings.
