
The Congressional Economy Committee today approved the insistence of Fonavi's money-back law to workers who contributed to it, prioritizing the vulnerable population as a result of the COVID-19 pandemic. Silvia Monteza, head of the Economic Commission, specified that the opinion is aimed at the immediate implementation of Law 31173, which guarantees compliance with the rule in favor of Peruvians who contributed to the fund, in order to prioritize the vulnerable population affected by the pandemic of COVID-19, which was made official by WHO in March 2020.
REQUIREMENTS TO KNOW IF I AM A BENEFICIARY

IN WHAT PERIODS WERE THE CONTRIBUTIONS MADE?
Dependents made compulsory contributions between January 1980 and July 1995; after that date, only the employer made the contributions until August 1998. Self-employed workers made optional contributions from July 1979 to July 1995 and, on a mandatory basis from August 1995 to August 1998, as detailed on the Fonavi Technical Secretariat platform.
CHANGES IN THE LAW ON RETURN OF CONTRIBUTIONS
As published in the newspaper La República, Luis Luzuriaga, president of the Fonavista Federation, demanded that changes were made to the opinion adopted in committee by a majority. And it is that in plenary they only considered the return of the contributions of former employees and excluded what was contributed by the employer. In addition, the Ministry of Economy and Finance (MEF) calculated that with this change the debt to contributors would be reduced from S/42 billion to S/6 billion.
Regarding what happened, Luzuriaga explained that initially a return of S/15,000 was expected on average for each phonavista, but with the changes indicated, the amount would be approximately S/3,000.
WHAT IS THE NATIONAL HOUSING FUND - FONAVI?
This was created by Decree-Law No. 22591, dated 30 June 1979, which aimed to progressively satisfy the need for housing of workers based on their income. It was in force from July 1, 1979 to August 31, 1998. The main contributors were dependent and independent workers, employers and the State.
Their training was aimed at dependent and independent workers so that they could buy land progressively, thanks to a contribution they made with part of their salary, in this way, they would gain access to housing.
