
The Colombian Red Cross Chocó Section requested additional hands to meet the needs of the inhabitants of this department in terms of first aid, climate risks and psychosocial help for victims of winter and the social conflict that the department is facing.
In response to that call, the Cundinamarca and Bogotá Sectional sent a group of doctors to provide this comprehensive assistance. The team will be led by Dr. Carolina Villar Rojas, health manager who leads the 134th Street Mobile Emergency Care Service in the capital.
Reinforcements from the center of the country will be installed mainly in the municipality of Novita, which has been at the center of the conversation in recent days due to the siege of armed groups such as the National Liberation Army (ELN), which established an armed strike and confined 25 ethnic communities, a sum of four thousand people. The doctors will be there for two days.
Afterwards, the team will head to the Tamana Heights, where nine ethnic communities reside. There will be between five and six days, before descending to Novita once again.
Red Cross reinforcements arrive after a five-day mission carried out by the Chocó section of the Ombudsman's Office, in order to mitigate the effects of floods and the confinement imposed by the ELN.
“The illegal presence persists and, in that sense, the risks to the civilian population. The lockdown is now more focused on the threat posed by the explosive devices that have been installed in the context of the dispute between the ELN and the AGC in that ethnic territory,” said the defender of the section, Luis Murillo, to the news news RCN.
The human team that was sent from Regional Chocó coordinated the actions together with the Personería de Novita, the Major Community Council, the municipal mayor's office and the other authorities of this department of the Colombian Pacific, thereby organizing the logistics necessary to carry food and medicine, as well as to restore the displacement along the Tamaná River.
The humanitarian mission was also responsible for bringing food to free range animals, which were essential to ensure trade and balanced diet for residents in that sector. In addition, they established a humanitarian corridor to facilitate the temporary departure of teachers, who must approach the municipal capitals every month to file evidence documents and obtain their salaries.
On the other hand, the ombudsman recalled that through Early Warning 027 August 2021, the entity had warned State entities and institutions about the risks caused by the presence and dispute between the ELN guerrilla and the Gaitanista Self-Defense Forces of Colombia (AGC), also known as the Gulf Clan, which are disputed territorial control of this corridor in the Pacific.
“We call on the ELN guerrillas and the Gaitanista Self-Defense Forces (AGC) to respect the rights of communities in the territory and to allow the free movement of civilians and to cease their actions against the Novita community, in addition to respecting Human Rights and International Humanitarian Law,” said the general defender Carlos Camargo.
The alert issued by the entity showed that entry into the areas where the traditional practices of agriculture, fishing and hunting of these communities are being prevented, as well as being prohibited from transit on roads in this territory, and navigation from the municipal seat to the middle and upper sector of Tamaná was being prohibited. through the use of explosive ordnance, signs and threats, which impede access to the area.
