(SPECIAL ENVOY TO TUCUMÁN) A hotel in the area of Parque 9 de Julio de Tucumán, witnessed the governmental balance of the Senate session where the IMF agreement was approved. He passed several kilometers from the Buenos Aires noise led by President Alberto Fernández with Juan Manzur and that arrived on Thursday night, President of the Chamber of Deputies, Sergio Massa.

He was also surrounded by Aníbal Fernández and presidential spokeswoman Gabriela Cerutti, along with Governor Tucumán Osvaldo Jaldo.

Breakfast in between, the President took the last step to the agreement embodied in law with the IMF to make it valid. I had already spent the night of dinner in Yerba Buena.

Alberto Fernández asked “to work together and together” and said that there were “too many years to distance ourselves, fight and make a difference” at an event in Tucumán

Later, Fernández moved in the rain to the institutional ceremony of the official vans at the Government House in front of Plaza Independencia. There was no political climate, as if it happened at the ATSA headquarters, perhaps it was a drop in line because the picture on the box has its own political reading, especially for hard Kirchnerism.

More words, Manzur and Massa agreed in support for the presidential figure, before returning again to the big city.

The presence of the spokeswoman is a political signal, since she was the one who made the separation of the partners from power official: Alberto and Cristina, but they may also have polished what will be the announcement about the war against inflation.

The umbrellas were the protagonists of the presidential speech and after a small protest of dismissed people from the former provincial casino. All that was seen was within the framework of prudence after the intensity experienced in the Government.

Fernández leaves Tucumán, after his fleeting time in Salta, to face another stage of his administration with or without Cristina. Through Manzur it is endorsed by most of the provincial leaders who are key to governance.

The plan to strengthen security in Tucumán

The patrol cars have a radio base and built-in GPS, which will allow them to be monitored through the 911 System. They will be allocated to the various police stations and detachments, in order to increase the vehicle fleet available to the institution in order to increase the speed of security responses and greater crime prevention.

Later, Aníbal Fernández and Governor Jaldo signed an interjudicial agreement to finance $600 million that will be used for the construction of two wardens: one in Rio Seco and the other in Delfín Gallo.

The Mayor's Office of Delfín Gallo will be located in the former “Antonio Correa” technical school, which will be remodeled and refurbished to fulfill its new purpose. It will accommodate 172 inmates and take into account the new concepts of detention centers in order to make it a safe place for detainees, prison guards and neighbors.

The work requires an investment of $256 million and they estimate that construction will begin in March with a 10-month execution period.

The mayor's office of Rio Seco will be located on the corner of Miguel Avellaneda Avenue and Pasaje Chalón. It will have two floors, in the lower part will be the detainees and, on the upper one, the administrative offices, the kitchen will be built and changing rooms and rest places for the guards will be built.

The detention center, which will also have capacity for 172 inmates, will require an investment of $290 million and will have a 10-month execution period.
