
The relationship with the Russian Olympic Committee (ROC) and the Los Angeles 2028 sports program are key issues that will be discussed at the Executive Board of the International Olympic Committee (IOC) starting today in Mumbai, India. The 15 members of the organization will hold their fourth and penultimate meeting of the year until Saturday, October 14, and then inaugurate the 141st Session of the entity, which will last until Tuesday, October 17.
The Executive Board must hear a report regarding the Olympic Program ahead of the Los Angeles 2028 Games, which includes five new disciplines. A problem to be solved would be the limit of 10,500 athletes to host in the village, given that the proposal includes four team sports. Negotiations have been going on for some time and have not been easy, but approval is expected.
The situation of weightlifting and boxing will also be reviewed due to irregularities in their international federations; and the case of modern pentathlon, which is in the transition from replacing the equestrian test with one of obstacles.

It will also be time to discuss the candidates for future Olympic Games, although the decision on the 2030 winter games will be taken in 2024 in Paris, after several projects have been reversed, including the one in the Spanish Pyrenees.
Another key issue for the Executive Committee has to do with the Russian Olympic Committee (ROC), which has been accused by the Ukrainian Olympic Committee of violating the Olympic Charter, by giving recognition to the Regional Olympic Councils formed by the People’s Republic of Luhansk, the People’s Republic of Donetsk, Kherson and Zaporizhzhia.
In addition, the ROC has been very critical of the IOC’s recommendations that require its athletes and those from Belarus not to have supported the war and not to be affiliated with the Army to compete as neutrals at the international level.
The IOC has two Russian members (Shamil Tarpishchev and Yelena Isinbayeva) and two Ukrainian members (Valery Borzov and Sergey Bubka) in its session.

Until now, the president of the IOC, the German Thomas Bach, had the almost unanimous support of his assembly in favor of universal Olympic Games, which do not reflect external conflicts, despite voices against Russian participation. This came after the lifting of the total ban that was in effect until March, causing anger in Ukraine and its Western allies.
The IOC maintains the opinion that no athlete can be discriminated against based on their passport and in recent months it has received support for this position from all kinds of international organizations, from the United Nations to the G-20. The entity stressed that it has not taken a decision on the participation of Russian and Belarusian athletes in Paris 2024 and has not set a deadline for this. Meanwhile, athletes from Russia and Belarus are already competing in many pre-Olympic tournaments, without their national symbols, but they are still out of emblematic sports such as athletics and gymnastics.

Despite everything, the Spanish Juan Antonio Samaranch, vice president of the IOC, said before traveling to Mumbai that the organization is “increasingly hopeful that the Paris 2024 Olympic Games can be held with athletes from all over the world”.
However, he clarified that under the current circumstances it would be “unthinkable” for the Russian and Belarusian Olympic Committees to be invited to participate in the Games, but it would be possible for athletes “born in Russia and Belarus” to be admitted to compete under the Olympic flag.
