Elections in Aguascalientes: Allegation of corruption explodes against Teresa Jiménez, candidate of Va por México

Six governorates will be defined this year (Aguascalientes, Hidalgo, Oaxaca, Quintana Roo, Tamaulipas and Durango), so the candidates are preparing their best arguments to convince citizens to place their trust in them, so that the accusations were not long in coming, since on the first Monday of the campaign, the first indictment came out against one of the flag-bearers of the Va por México coalition.

And this is that on April 4, Anayeli Muñoz, candidate for the government of Aguascalientes by Citizen Movement (MC), told Teresa Jiménez, her rival of the Coalition Va por México, of being involved in an alleged corruption scheme that will have the capital municipality of Aguascalientes in debt for several years.

According to an investigation by the orange bench and presented by the candidate, the municipality of Aguascalientes signed in January 2020 a contract with the company MD Iluminación Nacional for the project “Modernization of the Municipality's Public Lighting System”, which was established for a value of 900 million pesos.

He explained that the contract consists of the installation and maintenance of 55,716 luminaires with LED technology of the Solabasic brand that were contracted for a unit price of 13,400 pesos each, but in the market they cost 4,000 pesos, which represents a cost overrun of 600 million pesos.

With regard to the candidate who promoted the National Action Party (PAN) to be the profile of the Coalition Va por México, he recalled that by this contract there are officials of the Teresa Jiménez administration linked to the process for a possible crime of improper exercise of public service, improper hiring and overpriced. In addition, he mentioned another case related to the company Next Energy del Centro.

The Movimiento Ciudadano legal team pointed out that the solar plant had to be in operation since April 2020, but it is not operational despite having permits from the Energy Regulatory Commission (CRE) and that the municipality is already meeting its payment obligations and in addition, the municipality approved a extension to the contract of 300%, which will take decades to be covered.

The documentation submitted by the orange party states that the contract costs 20 billion pesos over the next 30 years, despite the fact that the municipality only has an average electricity consumption of 14 million pesos per year (420 million pesos in 30 years), which represents a cost overrun of 19,580 million pesos.

The existence of only one final beneficiary was also noted: Eugenio Javier Maíz Domene, since MD Iluminación (the company that purchased the luminaires at a surcharge) and Next Energy del Centro (responsible for the incomplete solar park) belong to this entrepreneur. In addition, they said that Maíz Domene is a partner of Jovita Morín Flores, President of the PAN Justice Commission.

Finally, Anayeli Muñoz said that he accepted the challenge of presenting evidence on corruption cases during his administration, so he stated that “here is the evidence: a surcharge of 600 million pesos for the renovation of luminaires, officials of his administration linked to the process, a ghost solar park, tenders that seem to be simulated and 40% of the federal shares in the municipality are held by the same businessman who is a member of a leader of the National Action Party.”
