On Tuesday, the federal government clarified that there was an error on February 11, 2022 when the change of headquarters of the Ministry of Health (SSA) was officially published and clarified the correct order in which the administrative units and deconcentrated administrative bodies of the unit will be distributed in two homes located in the Mexico City, that is, that the legal and administrative apparatus will continue to dispatch in the Mexican capital, while in the city of Acapulco there will only be the offices of Secretary Jorge Alcocer Varela and the Undersecretary for Prevention and Health Promotion, Hugo López Gatell.
In 2019, President Andrés Manuel López Obrador presented a plan to distribute throughout the country the headquarters of the various secretariats of state and other autonomous bodies in order to boost economic activity. Although the head of the executive said that these measures sought to end centralism, hundreds of state workers were dissatisfied by the fact that they had to change their residence and leave their families.
According to the plan, the headquarters located on Calle de Liège, in front of Paseo de la Reforma in CDMX, will become the Health Museum in coordination with the Ministry of Culture, which in turn should move to Tlaxcala. Other units that will have to be moved as stated by López Obrador are the Ministry of Energy to Villahermosa, Tabasco; Conagua to Xalapa, in Veracruz, Mining to Chihuahua, Chihuahua and Livestock to Guadalajara, Jalisco, among others.
For this reason, in October 2021 it was announced that the Office of the Secretary of Health, Jorge Alcocer and the Undersecretary for Health Prevention and Promotion, headed by Hugo López Gatell, in addition to the General Directorate of Health Research Policies and the Undersecretary for Health Prevention and Promotion, in Acapulco, Guerrero.
However, it was specified that for administrative, fiscal and legal purposes, the reception of all types of correspondence from its administrative units will be at Homero street number 213, Colonia Chapultepec Morales, in Mexico City.
In July 2021, during a working tour of Guerrero, López Obrador confirmed that the Ministry of Health would soon move to the port of Acapulco and assured that Jorge Alcocer was excited about the move. The President of the Republic confirmed the change of venue but acknowledged that at the same time some outstanding tasks in the health sector should be considered, such as having good hospital infrastructure and the regularization of 80,000 health workers who have been working for years.
Although the intention was to take the headquarters of the Ministry of Health to the state of Guerrero, in the Chapultepec Morales neighborhood of CDMX they will legally operate:
1) Administration and Finance Unit.
2) Office of the Advocate General.
3) Economic Analysis Unit.
4) Coordinating Unit for Social Liaison and Participation.
5) Directorate General for Health Information.
6) Directorate General for Health Promotion.
7) Directorate General for International Relations.
8) Technical Secretariat of the National Health Council.
9) National Centre for Gender Equity and Reproductive Health.
10) National Centre for the Prevention and Control of HIV/AIDS.
11) Technical Secretariat of the National Council for the Prevention of Accidents.
While in the offices of the Marina Nacional, also in Mexico City, they will continue to carry out their functions:
1) Under-Secretariat for Integration and Development of the Health Sector.
2) General Directorate of Social Communication.
3) Directorate General for the Development of Physical Infrastructure.
4) Directorate-General for Programming and Budget.
5) Directorate-General for Human Resources and Organization.
6) Directorate-General for Material Resources and General Services.
7) National Center for Technological Excellence in Health.
8) Directorate General for Quality and Health Education.
9) General Directorate of Health Planning and Development.
10) General Directorate of Performance Evaluation.
11) National Medical Arbitration Commission.
In October 2021, the health secretary, Jorge Alcocer Varela, reported that the headquarters of the federal agency in his charge formally began its transfer to the city of Acapulco, Guerrero. He indicated that this move involved the transfer of the first 100 workers from the agency and that at the beginning of 2022 another 200 would be added.
