Chumel Torres' ironic congratulation to Q4 for the nationalization of lithium

The influencer joined the criticism against López Obrador, which ensured little need for the new proposal sent and approved by the Chamber of Deputies.

Just one day after the Electricity Reform was scrapped, Morena and her allies in the Chamber of Deputies generally approved the proposed reform of the Mining Law for the nationalization of lithium in a fast track manner.

However, the influencer, Chumel Torres, spoke ironically to the resolution supported by the Fourth Transformation (Q4) bloc, because, he assured, the approach would seek to nationalize a resource “that was already ours anyway”.

In the new initiative - proposed by the president, Andrés Manuel López Obrador (AMLO), as a plan B in the face of the possible rejection of the Electrica Company - establishes that lithium is the patrimony of the nation, for which is the sole responsibility of the State to exploit and use it.

Although Mexico is one of the countries that have this mineral, in the midst of a shortage of deposits, Andrés Manuel acknowledged that the nation does not have enough technology to treat it.

Even so, he did not hesitate to acknowledge the passage of the minutes from Deputies to Senators, hinting that the resolution would be “a slap with a white glove” to the opposition bloc, which “thought blocking the reform constitutional was already resolved with that”, he laughed on the morning of April 19.

Not so, several criticisms that - under the same angle as Chumel - attacked the proposal because, in addition to the fact that the basis of it was not known, it was felt that the nationalization of lithium is quite clear in the Constitution. This is what the politician, Diego Fernández de Cevallos, referred to it:

However - others recalled - López Obrador himself had mentioned that the listed mineral did not need to be nationalized, since, he said, this was already established in article 27 of the Magna Carta.

“Look, nationalization is not necessary because according to the Constitution, article 27 establishes the nation's dominance of natural resources that are on the ground and underground,” he replied to one of the reporters on his morning of June 26, 2020.

In addition, he stated that for the exploitation of mines there is a mechanism already in place that is responsible for granting contracts and concessions: “It would be necessary to see under what conditions these contracts and concessions would be delivered. That's what I could answer,” replied the Mexican president.

Article 27 mentioned by the President of Mexico, amended in January 1960, dictated: “The Nation is responsible for the direct domination of all the natural resources of the continental shelf and the underwater sockets of the islands.”

Among others, the article includes “all minerals or substances that, in veins, mantles, masses or deposits, constitute deposits whose nature is different from the components of the land”.

As an example, they name deposits of precious stones, products derived from the decomposition of rocks, underground works, solid mineral fuels, even oil, among others.
