Former Senator Eduardo Pulgar was discharged after ten days of hospitalization

The authorities postponed the order to transfer the detainee to La Picota prison in Bogotá due to his state of health; for now he will remain in a battalion in Malambo, Atlántico

After 10 days of hospitalization at the La Misericordia clinic, where he was diagnosed with hypertensive crisis, coronary syndrome and cardiac arrhythmia, former senator Eduardo Pulgar was discharged and transferred back to the prison battalion in Malambo, where he is serving a four-year and 10-month sentence for trafficking in influences of public servants in heterogeneous competition with the crime of bribery to offer; although he has a request for transfer to La Picota prison in Bogotá.

The Ministry of Justice ordered the change of Pulgar's place of detention following the controversy in which INPEC is involved for allegedly providing benefits to certain prisoners. It was learned that officials of the entity granted irregular permits to businessman Carlos Mattos and lawyer Diego Cadena, so the authorities suspect that other prisoners in the country are also receiving special treatment. In the case of Pulgar, he is considered a “VIP convict”; moreover, because he is held in Malambo, a municipality located in his native department, he could have influence thanks to close people.

Let us also remember that Eduardo Pulgar's romantic partner, Ana Ucrós, had tried to stop the transfer of the former senator through a guardianship action, on the grounds that the two-year-old daughter they have in common would violate her right to family unity by moving her father to the capital.

The First Civil Court of Soledad denied the request on March 22, arguing that “the fundamental right invoked by the transfer of the prisoner is not violated, since the primary fundamental right invoked by the family union is replaced by virtual visits.”

Pulgar was accused of bribing Judge Andrés Fernando Rodríguez Cáez with 200 million pesos to rule in favor of a case in which the former congressman had some interest. The ruling of the Council of State, known by La FM and the newspaper El Espectador, showed that the person involved, who was a member of the U Party and was second vice-president of the Senate in 2018, will not be able to hold public or political office in the remainder of his life.

The sentence, which was presented by Councillor Carmelo Perdomo, explains that Pulgar bragged about his position as Senator of the Republic to influence the decision of the aforementioned jurist in the municipality of Usiacurí, Atlántico.

“Trafficking in influence and offering money to a judge of the Republic to pretend that he decides a judicial matter outside the law is ethically unacceptable, and it is more serious when it comes from a congressman, as was Mr. Pulgar Daza, who made the rules that regulate the conduct of people in society”, says the document.

It is worth recalling that in March 2021, Pulgar accepted the charges described above before the Supreme Court of Justice, for which he was sentenced to four years and 10 months, half of his initial sentence.
