A new circuit for inclusive solid waste recycling and mixed management was inaugurated. It will enable the formalization of 300 urban recovery workers, the creation of 2 cooperatives — El Aguaribay and El Algarrobo — and the opening of a new urban solid waste sorting plant, in which 6,000 tons of recyclable material are expected to be recovered annually.
The project, which is part of the “Recuperators Program” that Danone, the Avina Foundation, the Danone Ecosystem Fund and the Inter-American Foundation are underway, was developed with the leadership of the Recuperators Cooperative of the City of Buenos Aires El Álamo, who provided advice for the formation and formalization of cooperatives and for the design of the program (together with the Argentine Federation of Cartoneros, Carreros and Recyclers), the installation and commissioning of the plant. The harvesting machinery and logistics were provided by the Argentina Recycle Program of the Ministry of Social Development of the Nation.
“Garbage is not a problem of one person or of a municipality, garbage is everyone's problem. And the fact that the Cartoneros Federation, the Avina Foundation, the Argentine National Recycle Program, the Government of Mendoza, the Municipality, and an international company like Danone have intervened, they realize that this is a situation to which we must give a prompt solution. This Green Center that we inaugurated is a social, environmental and labor response that provides dignity to hundreds of people who now have a formal job,” said Daniel Orozco, Mayor of Las Heras.
“We are proud to carry out this new project in partnership with the AVINA Foundation to continue strengthening and accompanying the work of urban recuperators. For more than 10 years, through our Inclusive Recycling Program, we have promoted this type of public-private sector initiatives in order to continue to generate positive impact on a much larger scale,” added Diego Buranello, Director of Corporate Affairs at Danone.
Groups of workers from Borbollón and Manos Unidas, among others, have joined the El Aguaribay and El Algarrobo cooperatives with the signing of work programs. The work plans include household collection tasks, environmental promotion, collection in large generators, logistics and conditioning of materials for sale. Romina, a waste picker who will work on the program, said: “The dream came true, at last our work will be recognized and our rights as workers will be recognized.”

It is key to ensure that recuperators are central to the design and management of this initiative to achieve a municipal recycling system that results in cleaner, more sustainable cities and that offers decent work. By formalizing their work, waste pickers can obtain safer conditions, greater protections and be recognized for their contribution to the economic growth of their cities,” said Matt Clausen, Alliance Specialist at the Inter-American Foundation.
“At Fundación Avina we understand the importance of advancing public policy processes that devote to inclusive recycling in municipal waste management and we believe that there are great advances in the private sector's view of inclusive recycling and commitment to this. The role of urban recuperators is at the heart of the circular economy and it is initiatives like this that we need to make recycling systems possible with the inclusion of waste pickers,” said Gonzalo Roque, Regional Director of Inclusive Recycling at Fundación AVINA.
For her part, Alicia Montoya, Coordinator of the El Álamo cooperative, stressed: “This program is another step towards effective recognition of the work of workers who recover materials, a firm step towards the proper treatment of recyclable waste with social inclusion.”
The plant, located in the Las Heras Industrial Park, has elements for the conditioning of recyclable waste, such as scale for weighing trucks, balers, sorting belts and the essential tools to carry out the tasks.
With the implementation of the project and the installation of the plant, it is expected:
- 6-000 tons of recyclable material recovered per year.
- 300 urban recuperators formalized in the first year.
- 50% improvement in the income of formalized urban recuperators.
