The Ministry of Transport and Communications (MTC) has mandatorily established that vehicles that provide the service of groups must have insurance against traffic accidents, to ensure the safety of passengers, drivers and pedestrians.

This is stipulated in the Regulations of the Temporary Land Transport Service for Passengers by Collective Car, in article 10. It details that authorized carriers must have the Compulsory Traffic Accident Insurance (SOAT) or the Certificate against Traffic Accidents (CAT) in force.

Units are also required to have a valid Vehicle Inspection Certificate and that they undergo complementary inspections on a biannual basis. This, in addition to safeguarding the integrity of people, will ensure that the vehicle is in optimal condition for moving people and transit on public roads.

On the other hand, it is forbidden for sedans, station wagons, minibuses or minibuses to have tires retreaded on the front steering axles. In addition, retroreflective sheeting, seat belts are required to be installed in driver's, passenger's and passenger's seats.

It has also been pointed out that vehicles must carry fire extinguishers, a spare tire and a first aid kit at all times. On the other hand, it is strictly forbidden for the vehicle to travel with unemployed passengers.

MAXIMUM AGE TO DRIVE IS 80 YEARS

The MTC has also provided for the maximum driving age to be up to 80 years. In addition, from the age of 65, drivers must take and pass semiannual medical examinations, to verify that they are in good physical and psychological condition.

Another measure set out in the regulations is that drivers must hold a professional driver's license. For category M1 vehicles (sedan and station wagon), they must have the A-IIA brief; and for M2 vehicles (minibuses and minibuses), they must have the A-IIB brief.

PEOPLE IN THE COLLECTIVE TAXI REGISTER HAVE COMPLAINTS

In 2021, the Executive Branch approved the creation of a register for drivers in this area of transport. Registration was opened from December 28, 2021 to January 28, 2022, which allowed the registration of 4,000 drivers.

However, the Investigation Unit of Sunday's Punto Final revealed that many of those registered have complaints of assault, extortion, rape, violence against the authority, causing traffic accidents, among other crimes.

Among those registered is José Miguel Sabino Valdivia, who was arrested in October 2018 for robbing a cell phone store in La Libertad.

Another person they identified was Luis Bauman Delgado, who in July 2021 outraged and abused a woman, whom he lured to his home with the deception that he would offer him a job. In addition, this guy has a dozen traffic tickets in his name.

The media detailed that it obtained access to the Excel of the register that the MTC authorized through the Superintendency of Land Transport of People, Freight and Goods ( Sutran), where they verified that the names of registered drivers could not be displayed, but only their driver's licenses.

Recall that the regulation states that this register seeks to obtain an accounting of drivers who provide ground transportation services both in Lima and in the provinces.

In addition, the standard establishes that persons who have been duly registered and meet all the requirements requested, will be able to work without problems, as long as they meet the requirements of this sector.

In this regard, only those who meet the requirements proposed in the regulations, and the technical conditions set out in Regulation of Law 31096, may obtain authorization to provide the service.
