Valentina Acuña, the director of Private Transport of the Bogotá Mobility Secretariat, took stock of the exception of the solidarity peak and plate.
Similarly, the director pointed out that the contribution paid each time the request for the exception of the solidarity peak and plate is made is money that is allocated to improvements required by public transport and to the fare of the beneficiary populations of Sisbén and the elderly.
The solidarity pico y plaque is a special permit that the people of Bogota can request to be exempt from the restriction of mobility of the peak and plate. Those who want to benefit will have to make a payment either per day, month or semester - depending on how long they want to be absolved of the measure.
As detailed by the Ministry of Mobility, the tariff will be defined depending on the characteristics of each vehicle, its appraisal, and the municipality where the vehicle is registered.
“This measure of solidarity peak and plate is one of the ways we have to improve how mobility is handled in Bogotá, to be able to manage congestion and to be able to mitigate the impacts that vehicles have on the environment,” said Bogotá's Mobility Secretary Nicolás Estupiñán last September.
Those who want to access the permit, must request the registration of their vehicle through the 'Pico y Placa Solidario' page https://picoyplacasolidario.movilidadbogota.gov.co/, in the 'Start your registration' section.
Before applying for the permit, it is important that you meet the following requirements:
1. The vehicle to be registered must have current Compulsory Traffic Accident Insurance (SOAT).
2. The vehicle to be registered must have the technical-mechanical review in force (if applicable).
3. The person who owns the vehicle must be at peace and save for fines for traffic violations.
4. For successful registration, the system validates that the data of the owner and the license plate are correct.

· The environmental factor: this depends on the emissions emitted by a particular vehicle, the cylinder capacity, type of fuel, so a factor is assigned that “will play at that base value,” said Valentina Acuña
· Appraisal: it depends on the value of the appraisal that is registered by the District Finance Secretariat and “that it is related to purchasing power, therefore, another factor is assigned to this base value,” the director pointed out.
· Municipality: With this factor, it is necessary to encourage vehicles transiting in Bogotá to be registered in the capital of the country, therefore, cars that are registered outside Bogotá have to pay an additional 5% in the final formula.
