
The IOC is investigating a promotional video for the PyeongChang 2018 Winter Olympic bid that appears to clearly violate its rules of conduct for applicant cities wishing to stage a Games.
The video posted on YouTube is labeled www.pyeongchang2018.org and has the appearance of being official. But it has yet to be ascertained whether it is the work of the bid and has gained the approval of the Korean Olympic Committee.
The 2.34min film uses images of IOC President Jacques Rogge; Gian-Franco Kasper, Swiss IOC member and president of the International Ski Federation and Mario Vazquez Rana, IOC member from Mexico and president of the Association of National Olympic Committees. Quotes from all three, translated into Korean, flash up alongside their pictures.
This usage would breach Article 12 of the rules of conduct applicable to all cities wishing to organize the Olympics approved by the IOC Executive Board in Denver on March 25.
“In order to respect the neutrality of the IOC members, cities may not use the name or image of an IOC member, an IOC honorary member or an IOC honor member, except for the members from the country of the city concerned,” the code states.
Use of the IOC’s cherished Olympic rings under a PyeongChang 2018 logo in the opening shot of the film would also violate well-defined IOC rules if the video is found to be official. It bears little resemblance to the emblem used in the South Korean city’s unsuccessful 2014 campaign.
The IOC prohibits the use of its Olympic rings at the applicant stage of any bid race, as set out in the rules of conduct.
Around the Rings was unable to reach the Korean Olympic Committee for comment.
The IOC Olympic Games Department (Bid City Relations) is understood to be looking into the matter.
Elections for New French NOC President Tuesday
French NOC members will elect a new president at their general assembly Tuesday.
Four candidates are in contention to take over from Henri Serandour, 71, who stands down after 16 years in the post.
They are: IOC member Guy Drut; NOC board member Denis Masseglia; Jean-Luc Rouge, president of French Judo Federation and Jean-Louis Boujon, president of the International School Sport Federation.
The results will be declared early afternoon (Central European Time).
Rogge Visits Ireland
IOC President Jacques Rogge meets Olympic Council of Ireland leaders and the Irish prime minister Wednesday.
Rogge will hold meetings with IOC member Patrick Hickey, president of the Irish NOC and leader of the European Olympic Committees. He is also expected to spend some time with Irish Prime Minister Brian Cowen and Minister for Sport and Tourism Martin Cullen to discuss the country’s sporting developments.
IOC Checks Progress of 2010 Youth Olympics
Sergey Bubka leads an IOC Coordination Commission visit to Singapore to check on preparations for the 2010 Singapore YOG, May 19-20. It’s the IOC delegation’s second inspection of plans for the inaugural YOG, which takes place in August next year.
The nine members of the IOC team will examine every aspect of Games planning during meetings with organizing committee CEO Goh Kee Nguan and directors of various functional areas.
Among items on the agenda Tuesday are: venues and sport, event schedule, transport, technology and NOC services.
Games areas covered Wednesday are: communications, digital media, media
operations, marketing and language services.
An IOC press conference May 20 wraps up the visit. The panelists will be Bubka, chair of the commission, Olympic Games executive director Gilbert Felli; Ng Ser Miang, chair of the organizers and Goh Kee Nguan.
