On Wednesday, the Government appointed Roy Carlos Palacios Ávalos as the new Executive Director of the National Scholarship and Educational Credit Program (Pronabec), through a resolution supreme published in the official newspaper El Peruano.
Previously, Palacios served as Deputy Minister of Institutional Management at the Ministry of Education, a position to which he was appointed in November 2021. The new executive director of Pronabec is a member of the National Federation of Education Workers of Peru (Fetatep), a union founded in 2017 by President Pedro Castillo.
He has also served as secretary of the Pasco de la Fenatep branch and was councilor of the district of Pallanchacra (Pasco) for the Somos Perú party between 2011 and 2014. The brand-new director of Pronabec participated in the national teachers' strike led by Pedro Castillo in 2018 and also in Peru Libre's last election campaign.
MEETING AT THE PALACE
Carlos Palacios was one of the members of Fenatep at that time, who participated in a meeting with the President of the Republic, Pedro Castillo & nbsp; in the Government Palace in mid-August 2021 and that it attracted attention because they were not registered as members of that union when they entered the government house.
According to what appears in the visit register of the presidential office, a total of 12 people entered the Government Palace, all of them were registered as workers of the Ministry of Energy and Mines and the Ministry of Education (Minedu).
Nine of these people were linked to Fenate Peru, as noted on Sunday without half measures. The names registered were as follows: Segundo Vásquez González (general secretary of Fenate Peru), Miguel Miranda Purizaga, Juan Arrosti Taipe, Yoni Ramos García, Brangil Mateo Blas, José Chipana Chipana and Roger Apolinar Ortiz joined as workers in the Ministry of Energy and Mines. While Mauro Concha Villegas and Roy Palacios Ávalos were registered when they entered the Government Palace as workers of the Ministry of Education.
The meeting took place two days after the registration of the Magisterial and Popular political party, which will be made up of the members of Fenate Peru, as confirmed by the Peruvian Libre congressman, Edgar Tello.

T he National Scholarship and Educational Credit Program (Pronabec) of the Ministry of Education plays a fundamental role in our society: it helps outstanding young people to access quality higher education. In the age of knowledge, it is the same beneficiaries of the different Peruvian State grants who testify about what Pronabec is.
On the government's official website, it is also mentioned that they grant educational scholarships and credits, through public tenders, to talented Peruvians with limited economic resources, giving them access and permanence to quality higher education, until their completion. In addition, they develop a model of comprehensive support throughout the life cycle of the beneficiary, through modern, efficient, transparent and service-oriented management.
