EsSalud: Alegre Fonseca Espinoza is the new executive president

New changes in Peruvian Social Health Security also known as It's health. Through a supreme resolution published this Monday in an extraordinary edition of the newspaper El Peruano, the Ministry of Labour and Employment Promotion formalized the resignation of Gino Dávila Herrera as executive president of Essalud. In his place will be another health professional named Alegre Raúl Fonseca Espinoza.

Fonseca Espinoza is the new chairman of the Board of Directors of Social Health Security, according to Supreme Resolution 004-2022-TR. The resolution is signed by the Minister of Labour and Employment Promotion, Betssy Chávez, and the president Pedro Castillo. He worked as manager of the health care network in Huánuco and for more than a decade was involved in the management of primary care. Fonseca has also been director of the Hospital I Tingo María (Huánuco) and head of the References and Counterreferences Unit at Hospital I Héroes in Cenepa-Bagua (Amazonas).

In the Ministry of Health (Minsa), he has been the Head of the Medical Service of the Hospital de Llata (Huánuco); he has served as director of the Huamalíes Health Network (Huánuco) for three periods; director of the Hospital de Llata for two terms and director of the Hospital de Sihuas (Áncash).

CONTROVERSIAL NAME

Gino Davila's departure from the position he held would have originated from his same appointment made earlier this year. A report by the Institutional Control Body of Social Security for Health would indicate that there would be an “alleged conflict of interest in the office of executive chairman” of that institution.

According to document No. 001-2022-OCI it is specified that Dávila is “an official covered by the specific control report No. 092-2021-OCI/0251-SCE (where he is involved in alleged irregular acts), and generates risk affecting the transparency of the implementation of recommendation No. 1 of the above-mentioned report”.

This would not have been the only time that Davila caught the attention of the press. As soon as the government of former President Pedro Pablo Kuczynski began, his first major scandal broke out involving Comprehensive Health Insurance (SIS). In October 2016, the program “Fourth Power” broadcast an audio in which we hear the coordination of alleged irregular business with clinics and the SIS, which was named “el negociazo”.

The names of Carlos Moreno, PPK's presidential advisor, and Aldo Peirano, owner of the Osteoporosis Clinic, were the protagonists of the conversation in which a negotiated case was coordinated for the particular benefit. “I'm taking Essalud. Right now I'm putting the president of Essalud. So, with the business you do with Essalud, everything goes flat. Gino Davila is my trusted man”, is heard in the aforementioned audio.

At that time, the outgoing president of Essalud was the manager of the Rebagliati Performance Network and was an advisor to the presidency of the institution he presides over today. After the broadcast of the audios, he had to submit his resignation; however, these works are not included in the affidavit of interest that Dávila submitted in 2020.
